The CAP-Youth Empowerment Institute in partnership with Mastercard foundation have initiated the process of rolling out a LMS targeting the Vocation Training Centers. When all learning institutions were closed due to COVID 19 pandemic, primary, secondary and higher education institutions managed to continue to offer training through e-learning platforms. However, this was not the case for TVET institutions. The 60:40 practical to theory ratio required for TVET institutions posed a challenge. However, CAP YEI will be developing a Learning Management System that will be adopted in the TVET institutions with the aim of ensuring continuity of training even in times of pandemic.
The LMS application will be both web and mobile based application. The proposed LMS project is a highly flexible and scalable multi-college system that will allow different training centers to access digitized curriculums, deliver training, assess, track and grade trainees and manage educational content, among other complementary features. Specifically, it will allow the creation of courses, uploading of course materials, assessment, reporting, and analytics of performances, management of different types of users (students, instructors, and managers), integration with third parties (SMS, multimedia, etc.), and so forth.

Additionally, a mobile application mirroring the key features will be developed. One of its notable features is that it will allow offline usage where users such as students can save content and interactions while on the Internet and use them later when the Internet is not available, as well initiate processes such as uploading content and waiting for an internet connection later to synchronize (send the local copy to the servers/database). In this regard, the LMS software seeks to be a starting point for the target institutions to embrace e-learning as a primary deliver of education or as a component of a blended approach, which will be integral in addressing COVID-19-type of disruptions in the education sector.
