Engaging with Employers in Skills Mobility Partnerships

This joint paper presents the context in which Skills Mobility Partnerships are being developed and explores the rationale for why private sector representatives, who are by far the largest employers worldwide, need to be proactively involved in the design, implementation, and evaluation of these programmes. It tWhen discusses the conditions under which employers’ involvement and role could be strengthened. The last section proposes concrete actions to be taken with national authorities to create the conditions for a fruitful dialogue leading to the scaling up and mushrooming of operational SMPs.
