The Skills Development Plan for the Technical Vocational Education and Training Sector 2 (2022-2026) (abbreviation: SDP2) offers a short to medium-term perspective. It defines a desired destination and identifies the role different sectors of society need to play in reaching that goal. It serves five broad and overarching objectives:
Providing overarching goals for what the broader TVET sector wants to achieve;
Building consensus on the key obstacles to achieving these goals and on what needs to be done to overcome those obstacles;
Providing a shared strategic framework within which more detailed planning can take place to advance longer-term goals set out in Namibia’s macro-economic development strategies; and
Creating a basis for making choices about how best to use limited resources.
