This includes inadequate preparation of young people to transition from education to productive employment, underuse of existing skills in the work place, and limited portability of skills and qualifications across countries, regions and the continent.
In African countries, skills development does not match market requirements, leading to a shortage of skilled workers and unemployment. Market change drivers can accelerate economic development and increase output and income in high growth sectors. Human capital development also needs to be globally competitive. African decision makers need skills initiatives that respond to the labour market and improve employment prospects for young Africans.
Promote dialogue and raise awareness of the role that skills anticipation plays in promoting labour market driven skills development.
Review labour market information and skills anticipation systems and practices to identity gaps and develop recommendations for system strengthening.

Positioning structured skills anticipation as a strategic tool for African countries to proactively identify and prepare to address current and future skills needs, with the view to mitigate gaps between the demand and supply of skills and improve the employability of African youth.
The Skills Initiative for Africa (SIFA), a Programme of the African Union Commission (AUC) and the African Union Development Agency (AUDA-NEPAD) supported by the German Government and the European Union has collaborated with the International Labour Organization (ILO) to building capacity for systematic anticipation of skills as an integral part of national labour market information systems (LMIS).
