Intermediaries Model and Guidelines

Intermediaries are key role-players in the skills-jobs value chain. They may act on behalf of an employer or link or mediate between people or organisations, establishing valuable and lasting partnerships and collaborations. They can also operate as labour brokers or placement agencies.

Intermediaries perform an important function in facilitating better alignment of the demand and supply sides of the skills-jobs value chain, serving as a conduit of information about the work-based learning system across Africa, helping to pool resources, and contributing to quality training. They also support entrepreneurs in the informal sector and collaborate with informal worker organisations to supply relevant skills and expertise to small businesses.

This knowledge product outlines key features of effective intermediaries within the skills-jobs value chain and provides an integrated model and checklist of recommended actions intermediaries can follow to improve their practice to effectively impact the skills-jobs value chain.
