African insights: competency-based training - limits and opportunities in informal labour markets

This article is based on a 2021 BILT-commissioned Scoping Study of TVET trends in Africa ? , which included a review of policies and research, a continent-wide survey covering 34 African countries, and interviews with key stakeholders and experts. Competency-based training and competency-based qualifications emerged in the study as a key policy initiative in reforming TVET systems, specifically in the aspiration for labour market responsiveness, but with few measurable results to date. This article discusses some problems which emerged through the research, as well as an interesting potential opportunity for TVET actors.
