
Modern digital information environment and global internet access are transforming and changing the role of TVET training and information management through institutional repositories for capturing and preserving the intellectual knowledge. Digital libraries constitutes of three pillars namely; digital library, digital library system and digital library management system. The research was motivated by the emerging need for Kenya to produce skilled human resource for industries for the achievement of vision 2030 and the sustainable development goals. Technical, Vocational Education & Training (TVET) institutions in Kenya have been challenged by the government to offer competency based courses geared towards creation of self-sustainability. This has resulted to a great need for institutions to adapt methods and frameworks for improving their accessibility, attractiveness to the youth and improved performance. This research was aimed at assessing the gaps in the TVET libraries in regard to effectiveness of the available digital materials, laid down strategies and availability of the requisite ICT infrastructure. The research was carried out in the three TVET institutions in Nyeri County, Kenya and it adopted descriptive research design. Sampling data collection method was done targeting a population of 722 respondents from these institutions. Researcher-administered questionnaires were used to collect data from (636) students, (82) lecturers and (4) library staff. Frequency distribution, percentages and mean were the descriptive methods used to summarize and organize data. Findings were presented using tables of frequencies and percentages. Considering the requirements of full digitization of libraries the findings were that digital materials were moderately available, laid down strategies were found to be relatively affecting full adoption of digital libraries and ICT infrastructure was inadequate. In conclusion, TVET institutions were found to have gaps in their digital libraries and there is need to put in place mechanisms for full adoption by referencing the three pillars and addressing the gaps. The study recommended improvement of provision of digital library materials, strengthening of digital library adoption strategies, acquisition of the requisite ICT infrastructure and adoption of the best approaches to cater for the growing user needs.
